Air Services Development

In close cooperation with CAP and CTB, Curaçao Airport Holding is co-investing in connectivity and air routes between the Americas and Europe to become the hub of choice in the Caribbean.

Curaçao Airport Holding has a potential role in the stimulation of additional air traffic to the Curaçao airport. Different categories of air traffic consist: passenger transit traffic, origin/destination traffic (O/D) consisting of locals, visiting business people and tourists, technical stops, cargo destined to the island, and transshipment of cargo.

It must be realized that particularly in the case of O/D traffic, neither passengers nor cargo chose to travel through an airport because of the airport itself. The majority of traffic in Curaçao currently is origin and destination traffic, which is primarily related to the health of the tourism industry (in the form of more tourists) and the general state of the economy (business inbound travel, local outbound travel, cargo) upon which the airport itself has no direct influence. Yet this flow produces the majority of the revenue for the airport.

The airport does have the potential to influence more discretionary traffic, such as technical stops, transshipment and passenger transit.  First of all, the airport has a responsibility to provide a set of primary services and facilities for all users. CAP provides some of these services while others such as immigration/customs, cargo handlers, airline agents, and Curoil contribute in their own field. Curaçao Airport Holding has a supervisory role and does not provide these services directly. Close monitoring by Curaçao Airport Holding of standards and excellence in the total package of services stimulate the achievement of a competitive position and attract new business: reasonable fuel prices, fast turnaround, good cargo and passenger facilities, efficient immigration and customs processing.

Curaçao Airport Holding aims to:

  • Provide together with CAP and other airport stakeholders, an excellent set of services and facilities to attract discretionary (non O/D) air traffic;
  • Be vigilant for potential new development partners but only invest in conjunction with a feasible plan with an identified partner;
  •  Prudently co-invest with other stakeholders in selected strategic route development incentives that contribute to the vision of becoming a hub;
  • Support FBO development with majority of investment to be borne by operator.

Together with Curaçao Airport Partners, we will also further expand the General Aviation niche. This development should be carried out in conjunction with CAP in the form of extending leases to new high-quality Fixed Base Operators for services such as ground handling, cargo, hospitality, fueling, hangars, tie-down and parking, aircraft rental and maintenance, flight instruction, etc.

Airport Development

Since 2003, Curaçao Airport Holding is outsourcing Operations through a 30 year concession and ensures operational excellence by supervising this contract.

Curaçao Airport Partners operates the airport for Curaçao Airport Holding, governed by a Development, Operation and Maintenance Agreement. This DOMA contains standards and provisions agreed with the Government of Curaçao to operate the facilities and services at the airport at the highest possible standard. As owner of the airport buildings, facilities and infrastructure, Curaçao Airport Holding supervises the compliance. We ensure that facilities remain up to date and that new systems are in place whenever and wherever possible. We perform regular inspections, hold consultations with Curaçao Airport Partners and ensure that the DOMA is frequently reviewed and updated.

Curaçao Airport Holding actively initiates in improvements at the airport. We coordinate these projects with Curaçao Airport Partners, who as the Airport Operator is responsible for the implementation and operation of new infrastructure and equipment. As the landlord, Curaçao Airport Holding makes an annual improvement plan, specifying the improvements it wants to see, including new services, infrastructure updates, operational improvements and necessary maintenance. We then discuss these issues with Curaçao Airport Partners to reach an agreement on the implementation.

Curaçao Airport Partners alone can resolve day-to-day issues adequately, yet certain initiatives also affect concessionaires and other airport stakeholders. Changes may require them to improve or better coordinate their services to ensure a seamless total passenger experience. Long-term changes are therefore always discussed with all airport stakeholders. Curaçao Airport Holding plays a central role in initiating and chairing these meetings.

Terminal Expansion Project

As the owner of the airport and supervisor of the concession agreement, Curaçao Airport Holding collaborates with its operator by co-investing heavily in their terminal expansion plan. By accounting for 30% of the total investments, we ensure a state of the art facility exceeding the contractual obligations and meeting all users’ expectations.

RESULTS

Curaçao Airport Holding believes it is important to improve the airport’s functioning. Therefore, they are contributing to the development of the Airport. Below a number of contributions from Curaçao Airport Holding to the Airport.

In 2010, Curaçao Airport Holding paid for the demolition of the former DCA building. This was under the condition that CAP would provide a fully automated car parking equipment at the Airport.

In 2010, Curaçao Airport Holding has also bought two passenger buses that are operated under our usufruct terms. In addition, CAH has paid five years for the operation of the buses.

Curaçao Airport Holding has granted an interest free loan to CAP in 2010. This has made it possible to finance one passenger loading bridge.

In 2011, Curaçao Airport Holding has paid for the hospitality courses of the airport personnel who come in contact with the public. CAP paid these trainings for its own people.

Eco Park
Eco Park Curaçao is a sustainable industrial park for high-tech production and research facilities. The Eco Park aims to stimulate economic growth through new industries and to educate the public about the opportunities that renewable technologies bring to the island. The park takes advantage of Curaçao’s unique characteristics, installing a deep-sea water pipe to provide Sea Water Air Conditioning and Ocean Thermal Energy Conversion.

The SWAC/OTEC facility will be the beating heart of the Airport City. It enables the cost-effective introduction of new industries such as fish farming and agriculture that otherwise would not be possible in Curaçao. On the long run the Eco Park will also make it possible to feed local consumers and reduce expensive imports.

LEASING A PART OF THE CAH OFFICE BUILDING

• The aim is to start the construction in the 4th quarter of 2018. The building permit request has already been submitted.
It will be located at the beginning of the new development area on the other side of the HATO caves.
• The location is already accessible and the infrastructure is in place. The new building will have a big parking area.
• The design of the building, with views on the landing strip of the airport and the Caribbean sea, is developed by IMD architects.
It will be the initial development in a series of several other future buildings.

• The projects’ design has 4 levels consisting of a total of 900 sqm with a total office space of approximately 600 sqm (minimum). The first (300 sqm) and second floor (300 sqm) are available. The floors can be divided into smaller units. 30-45 parking spots available per floor.
• Lease price of ANG 45-55 per sqm per month. The finishes depending on client needs. After signage of a LoI, a Program of Requirements (PoR) will be developed by CAH for the potential client. The architects will than further develop the plans, according to the Po Rand lease agreement that will be signed between parties.

THE CAH OFFICE BUILDING

The Curaçao Airport Holding N.V. (CAH), in the capacity of owner of the Airport area, is going to develop an office building to promote the possibilities of this area. The CAH will use one floor of the building as its own head office facility. The rest (600 sqm total) of the floors will be leased to interested parties. The construction will start in the 4th quarter of 2018. The CAH Office building is the start of a complete transformation of the Airport Area. It will be a multi-functional area with the main focus on high tec and innovative projects, like our neighbor, the Blue NAP datacenter. The terminal expansion, with buildings in front of the airport is all ready a success
